		<description>It&#039;s definitely a win for the Syracuse area, Tim.  We&#039;re certainly hoping these guys get to at least complete the part of the mall that&#039;s looking kind of bad.  My wife refers to it as looking like a prison.  However, they have some pretty ambitious plans, and I&#039;m not sure they&#039;ll be able to pull off everything they&#039;ve wanted if Citigroup is fighting things this early into it.</description>

Regardless of your opinions of Citigroup and their practices, it&#039;s a definite win for the people of Syracuse since this unfinished structure will be completed. One less eyesore for a town, especially during these times, is a plus. Not to mention those construction crews can get back to work, earning their wages. Sounds like an overall victory.
